I'm a big fan of Paint.NET, I started designing with it. I was also a very active member on the support forums, great software. Recommended a lot!

I've tried it before. I just prefer GIMP or Photoshop though.

Image and photo editor running on .NET, hence its name, and on Windows, it is gradually enriched but is far to have the capabilities of The GIMP, but it has the advantage of ease of use.
